Allen Water District

The Allen Water District is a regional water district formed under Ohio Revised Code Section 6119, and as such, is a political subdivision of the State of Ohio.  The Allen Water District's actions are directed by a Board of Trustees.  This Board consists of four members appointed by each township:  American, Bath, Perry and Shawnee, two Members-at-Large appointed by the Board itself and one member appointed by the Allen County Commissioners.

The Allen Water District was originally formed in 1989 in an attempt to get water to American, Bath, Perry and Shawnee Townships.  The District now represents all 12 townships in Allen County through an agreement with the County Commissioners.

East Regional Waterline Improvement Project

This project was initiated through requests made by the Villages of Lafayette and Harrod to the Allen Water District to determine how to best serve these communities with public water.  The project consists of constructing a waterline with fire hydrants from Westminster to the Villages of Harrod and Lafayette serving all residents of both Harrod and Lafayette.

On June 26, 2019, an Informational Meeting was held with property owners who live within the Villages of Harrod and Lafayette to provide some general project information.

On July 11, 2019, the Village Councils of Harrod and Lafayette passed the necessary legislation to move forward with the East Regional Waterline Improvement Project.  

Field survey work as well as some soil borings will begin as early as August 12th and continue through September.  This preliminary engineering work is necessary for design and will be completed by Prime AE Group, Inc. and DLZ, Inc.   A letter will be sent to all property owners within the project area.

On Tuesday, August 27th at 7 p.m. , the District will conduct another Informational Meeting for property owners along the waterline route who live outside the Villages of Harrod and Lafayette.  This meeting will be held at Allen East School located at 9105 Harding Highway.   A letter will be sent to these property owners. 

West Breese Road Waterline - Potential Project

  • An Informational Meeting was held on June 26, 2018 to present information relating to the proposed waterline to the affected property owners.  
  • Based on the response from property owners, the waterline project has been tabled.  A letter was sent out to property owners on October 23rd stating the same.  Please contact the District with any questions or concerns.

Diller Road East Waterline Improvement Project

  • On 11/8/2017, an Informational Meeting was held at the Allen Water District Office.  This meeting was held to provide information to property owners regarding proposed project costs, layout and timelines.

  •  On 1/10/2018, the Board made a motion to continue with the Diller Road East Waterline Improvement Project by Waiver of Notice of Hearing and Consent to Assesment for Public Improvement.  The District Chair has signed and entered into an agreement with Kohli & Kaliher Associates, Inc. for preparation of plans.

  • On 4/11/2018, the Board of Trustees approved a Resolution of Necessity to construct a waterline along East Diller Road stating the location of project, approve detailed plans, specifications, estimate of costs, method of repayment and method of levying special assessments and authorize the Clerk of the Board to advertise for bids.

  • On 5/9/2018, the Board of Trustees approved a Resolution of Intent to Proceed with the Diller Road East Waterline Improvement Project.   

  • On June 8th, this project was put out for bid and unfortunately, the bids received were more than 10% of our engineer's estimate.  For this reason, by law, the District is required to reject the bids.  A letter has been sent to the affected property owners to give an update on the project.  The District would like to bid this project again in the fall when the bidding will most likely be more competitive.

  • Bid opening held on October 26, 2018 at 10 a.m. and bids received were much more favorable.  Contract awarded to Beaverdam Contracting.

  • On 12/3/2018, construction began on the waterline project.  Construction completed in late December.

  • On 2/26/2019, a letter was sent to property owners outlining the connection process and final cost.

In Appreciation of Robert Murphy

The Allen Water District wishes to recognize an outstanding board member, Robert Murphy, who has faithfully served the residents of the District for over 17 years.  Bob was appointed to the Allen Water District Board of Trustees on April 20th, 2000 as a Perry Township Representative.  He has been enthusiastic, resourceful and dedictated to the visions of the Allen Water District, greatly benefiting the citizens of the District.  Bob served as the District Chair during most of his tenure and provided a high level of leadership, knowledge and passion carrying out his many responsibilities.  Bob's term ended in March 2018 and his dedication and knowledge will be missed.
